Tier 3 Quarterbacks:

11. Jacksonville’s Blake Bortles had a great year in his second NFL season. Bortles had a poor rookie season when he had 11 touchdowns and 17 interceptions. Bortles followed up that year with 35 touchdowns and 18 interceptions. Bortles also had 4,428 yards passing, and he has great weapons with Allen Robinson, Allen Hurns and Julius Thomas. Bortles is young, so he may have some regression, but I think another big year is more likely.

12. Tony Romo of the Dallas Cowboys played just four games in 2015. Romo threw seven interceptions in those four games. Romo suffered two collarbone injuries, but he is great when healthy. In 2013 and 2014, Romo had 65 touchdowns and 16 interceptions in those two years, and obviously that is a tremendous ratio. Romo however was under 4,000 passing yards for those two seasons. The Cowboys like to run the football, and they also have a great offensive line.

13. Oakland’s Derek Carr was tremendous in his second year. Carr had a spike in passing touchdowns and passing yards. Carr had 3,987 passing yards. He also had 32 passing touchdowns with 13 interceptions. Carr has a nice receiver group led by Amari Cooper and Michael Crabtree. The Raiders were improved in 2015 and will improve even more this year.

14. Jameis Winston is just 22-years old. He has an athletic ability similar to that of Cam Newton. Winston had a great rookie season with 4,042 passing yards, 22 touchdowns and 15 interceptions. If you look at the way rookie quarterbacks have progressed recently, Winston can turn into a steal on draft day.
